Surprise inspections to be stepped up at land offices across the country to check corruption

Land Minister Saifuzzaman Chowdhury said surprise inspections (surprise visits) will be stepped up to prevent corruption in land offices across the country against which complaints have been received.

The land minister made the remarks while addressing the Divisional Commissioners coordination meeting on the land as the chief guest at the conference room of the land ministry at the secretariat on Sunday. Land Secretary Md Mustafizur Rahman PAA presided over the meeting.

The land minister further said, “We will be stricter in building corruption-free land services.” Despite taking so much action at the ministry level, complaints are often coming from land service recipients, which is regrettable.

It will not be possible to implement Sonar Bangla, dreamt by Bangabandhu if efficient, transparent, people-friendly, and accountable land services are not ensured – the land minister said. “Therefore, more stringent steps will be taken to ensure corruption-free land services for the national interest,” he added.

The Minister further said that, if necessary, regular ‘counseling’ and ‘refresher training’ of field level officers will be conducted.

The Land Minister emphasized the importance of having a representative of the concerned Divisional Commissioner with the representative of the Ministry of Land during the surprise inspection at the Land Office. Besides, a request letter will be sent to the Cabinet Division to give the responsibility of inspecting the field level survey offices to the Deputy Commissioner (collector) and Divisional Commissioners, said, Saifuzzaman Chowdhury.

In his speech, the land secretary told the Divisional Commissioners that a plan would be taken to reform the land office based on demand for efficient uses of resources. He further said that no responsibility will be given to the Land Officers promoted from Tehsildar (Union Land Assistant Officer) to Kanungo (Officer of Upazila Land Office under AC Land) without training.

The Divisional Commissioners expressed their views by presenting various proposals including the acquisition of land to establish Hat-Bazar, giving priority to women in leasing land, Teaching Large-scale corruption incidents in the training as case-study, Reduction of a transfer fee of long-term leased land.

The Divisional Commissioners present at the meeting were – Md. Khalilur Rahman (Dhaka), Md. Kamrul Hasan NDC (Chittagong), Dr. Md. Humayun Kabir (Rajshahi), Md. Ismiel Hossain NDC (Khulna), Md. Saiful Hassan Badal (Barisal), Md. Khalilur Rahman (Sylhet), Md. Abdul Wahhab Bhuiyan (Rangpur), Md. Shafiqur Reza Biswas (Mymensingh). Besides, senior officials of the ministry were present at the coordination meeting of the Divisional Commissioners.
