over 1 crore citizens received e-Mutation services – Land Minister

The e-Mutation program has been launched across the country since July 1, 2019. Through this, the e-Mutation process has been implemented in the 485 Upazila Land Offices and 3617 Union Land Offices. Already, over 1 crore citizens received land services through the e-Mutation system.

Said by Land Minister Saifuzzaman Chowdhury today (Monday, September 16, 2019) at a press conference jointly arranged by Ministry of Land and a2i, titled ‘Research findings of E-Mutation efficiency evaluation’ at the Land Ministry’s conference room in the Bangladesh Secretariat.

State Minister for Information and Communication Technology (ICT) Zunaid Ahmed Palak was also present at the press conference.

42 lakh land registrations take place and 20-25 lakh new mutation cases come into existence due to inheritance every year in the country. But the numbers of ownership updates are about 30-35 lakh. About 30 lakh land ownership transfers stay out of the mutation/record updating in the conventional system. Now, People can easily, quickly and accurately mutate a piece of land through online by the e-Mutation application.

It would not be possible to ensure e-Mutation service if continuous broadband service is not assured in the countryside. In addition, solar power connection will also be considered if necessary to ensure uninterrupted power supply. – said Land Minister

Land Minister is successfully working to meet the goals of digital Bangladesh. Better service can be provided if the performance rating system of Ministry of Land employees is implemented. We are working to ensure access to electricity, increase internet connectivity, develop software system solution and modernize capacity development in order to increase digital service in our country – said Zunaid Ahmed Palak

A research team from the Yale University of the United States presented research findings on e-Mutation services at the conference. Researchers studied on Manual mutation and e-Mutation process in the 155 Upazilas in the time span of April/18 to June/19.

It is found that – the efficiency of the employee service delivery through e-Mutation has increased 36 percent than that of the manual system in the case of a mandatory ‘45 day e-Mutation’ system and increased 20 percent at existing mandatory ‘28 day e-Mutation’ system. Now, it is mandatory for the Upazila Land Office to settle down mutation related cases by 28 days instead of the previous 45 days timeline.

The study also found that ‘Visit to the Land office’ and ‘Time spending’ at the Land office are respectively 17 and 7 percent less in the e-Mutation system than that of conventional manual mutation system. It is important to note that, the service recipients in the countryside often receive various digital services directly from the Land office. It is expected that ‘Visiting Time’ will be decreased when digital accessory service in the countryside and ICT Literacy rate among the citizen increase. That is, due to the reduction of ‘Time’ and ‘Visits’ while taking the land service, the ‘Cost’ of receiving service is reduced. As a result citizen satisfaction is increasing.

There will be a provision in the website (land service platform) for the service recipients to give feedback regarding their satisfaction or dissatisfaction. As a result, there will be scopes to increase the quality of land services by evaluating the feedback.

The Land Ministry and other concerned authorities can also monitor and prepare data for multidimensional analysis through the dashboard. Interconnection with other land services is taking place due to the connection with the Land information and service platform. Simultaneously assets can be impeccably calculated through the inheritance calculators. Time, cost and suffering of the citizen have reduced as a result of the use of of this new mutation method through e-Mutation website ((www.land.gov.bd) from the home or the nearest digital center

Under the Hon’ble Prime Minister Sheikh Hasina’s special initiative ‘Digital Bangladesh’, the e-Mutation program is being implemented across the country under the supervision of the Land Ministry and Land Reform Board, with the technical assistance of a2i, with the support of Cabinet Division, ICT Division, USAID and UNDP.

Chairman of Land Reforms Board Ummul Hasna and Project Director of a2i Dr. Md Abdul Mannan PAA also spoke at the press conference.

Policy advisor of the a2i Anir Chowdhury, Country Director at International Growth Centre Dr. Imran Matin, Country Economist at International Growth Centre Farria Naeem, Ph.D candidate at Yale University USA Martin Matson, senior officials of the Ministry of Land and a2i and journalists from different media were present at the press conference.
